[rt-users] Which Header?

Hi,

RT 3.4.2
mod_perl
developer mode is on in the RT_Config

I've made some changes to /Elements/Header, under /local, which gets
incorporated when I create a ticket, but doesn't get picked up in the modify
ticket, and in the jumbo modify version as well. Based on the code, it looks
like it should. Can somebody explain which Header is being used in the
modify?
