[rt-users] OwnTicket ACL

You mean the role Owner can have the right of OwnTicket not assigned, 
rather than denied, don't you?  I assumed this was by design because a 
user must have that right before they can become an Owner.  In every 
install I have done, the OwnTicket right is assigned to a group on a 
per-queue basis.
