[rt-users] enabling 'take' action in unowned tickets window

Yes, I did. The 'Take' option is there as loc(Take).
I just wonder if this is an expected behaviour or a bug.
First I thought it was a permission problem, but then I noticed the user 
could take the ticket using a different way.
Any help is appreciated.
