[rt-users] Unable to view headers of ticket [Open|Reply|Resolve|Comment]

When I click on "Take" to have ownership of a ticket, the options to
either "Open| reply|resolve|Comment" are not available at all, the
screen does not give you any option on the top right hand side. Any
reason why they are not appearing?
