It's probably in the wiki somewhere, but generally there's a global
scrip that notifies whatever audience you like on ticket creation. Looks
something like "OnCreate Notify Requestors, Ccs" and "OnCreate Notify
AdminCcs". 

You'll find those settings under Configuration->Global->Scrips
