[rt-users] auto populate subject

Can anyone think of a good way to auto populate the subject when 
creating a new ticket in a particular queue? I guess one option would be 
to leave the subject blank, but I'd rather just have a default.

We want to create a separate queue for student lab monitors to submit 
requests for printing refunds and I want to make it as simple as 
possible. If we ask them to fill in the subject, they will do it 
slightly differently each time.
