[rt-users] customized RT at a Glance for specific users

Does anyone know how to apply customized Elements (such as MyTickets, etc) to specific users only??
The goal is to have a Helpdesk manager that sees everyone's tickets via the RT at a Glance view --  I don't want him to have to do searches to find them...
