[rt-users] Preventing a ticket from closing

Hi,

we have from time to time situation when our people, forget to take the
ownership of a ticket before closing it, and we would like to prevent that.
 The problem is that I don't know were to start searching. Is it
possible that a scrip to deny the closing of a ticket if owner is set to
nobody ?
