Here is our instance data, not slow at all:
rt36=# select count(*) from CachedGroupMembers;
rt36=# select count(*) from GroupMembers;
rt36=# select count(*) from Groups;
rt36=# select count(*) from Principals;
rt36=# select count(*) from Users;
