I looked at /usr/lib/perl5 , all folders/subfolders are owned by root. Permission 755

Check the permissions of the installed perl modules i bet the have 770 onwed by root.
Apache can't access them.

I have a setup RHEL 4.5 ES/ Oracle XE/RT 3.6.4 .. I am getting this error starting the httpd daemon.
Any ideas would be great..
