I think if you do this (in SelectNewTicketQueue), it should work:

   <& /Elements/SelectQueue, Name => 'Queue', %ARGS, ShowNullOption 
=> 0, ShowAllQueues => 0, Default => nnn &>

where nnn is your desired default
