delete all the crap you have in your virtual host and leave something like:

NameVirtualHost *
<VirtualHost *>
    ServerAdmin webmaster at localhost

    ErrorLog /var/log/apache2/error.log

        SetHandler default
    </Location>
    <Location />
        SetHandler perl-script

</VirtualHost>

Set( $WebDomain, 'localhost' );
Set( $WebPath, '' );
