[rt-users] Issues on RT 3.8.1

Thanks for the help David.  Apologies for my simple questions as I do not
have any knowledge on CPAN.

I run below but upgrade is not an available command on CPAN shell.

Error:
Unknown command 'upgrade'. Type ? for help.

What do I need to run to upgrade?
