[rt-users] can't assign ticket as superuser

I just newly setup RT using version 3.6.7 but everytime I create new ticket,
I couldn't see the users where I want to assign it on the "Owner" field. I'm
creating a ticket using 'root' as superuser.
Is this a bug? Any hints?
