I know a number of folks have built out one-off reporting solutions  
for local usage, many on top of Crystal Reports or Business Objects.
We've done a few of them for customers ourselves -- that's the sort of  
thing we earn our livings doing.

Of course, if you're up for rolling up your sleeves and doing a bit of  
development, RT is built atop the most widely deployed ad-hoc query  
and reporting engine out there: a SQL database.
