[rt-users] Could not load valid user

Hi

I granted globally to 'Everyone' the right 'ReplyToTicket' but I still
get this message:

RT could not load a valid user, and RT's configuration does not allow
for the creation of a new user for this email (example at example.com).

You might need to grant 'Everyone' the right 'ReplyToTicket' for the
queue Example.
