If you look at ./lib/RT/Ticket_Overlay.pm do you have:

sub ACLEquivalenceObjects

?

If no, then this file is not up-to-date (upgrade process did not
overwrite it), if yes, then maybe you have an older equivalent file as
local/lob/RT/Ticket_Overlay.pm ?
