Many thanks for all your support.
I tested with different Debian and Ubuntu versions. With Debian 4 everything still works without problems. After that something changes in the perl module. If I take 6 old packages into a new system from here, this also works.
To avoid later problems with the packet management we separate the whole into different virtual machines.
Debian 4 -> RT1
Debian5/Ubuntu8 -> new ticket system
So the problem isn't solved perfectly, but the solution is absolutely sufficient ;)
