If you're just installing RT, you don't want 3.6.6. You want 3.8.2.
(It's also worth noting that there was never a production release of
RTIR targeting RT 3.6.  RTIR 2.4 is what you want. And it only runs on
RT  3.8).

Start there and see if you still have the issue you're running into.
