[rt-users] list unprivileged users

Hello,

Has someone a config option, or AddOn for RT 3.8.2 that would allow to 
list ALL existing (including unprivileged) users via the gui, in
Admin/Users/index.html or anywhere else ?
I can do it with the Shredder, but it's quite dangerous ! and I don't 
want to let access to the staff using RT.
