[rt-users] Custom Field display descriptions

I was wondering this myself.. on 3.8.7 here.. I'd like a way to have a more
"descriptive" explanation on the form, rather than Input must match
^\d{3}-\d{3}-\d{4}$ (not everybody knows that means a ###-###-#### phone
number)
