[rt-users] Slight Problem with RT Display

[Odhiambo Washington]

I installed 3.9.6 as upgrade from 3.9.4 on my test machine. Now when I login
to RT, the main screen (what do I call it) displays as if some css is
missing.
i just don't seem to find any reason.
