Hi all found the solution by writing to the author, all that I had to do was add
RT::Extension::SLA to @plugin

Set(@Plugins, qw(
                        RT::Authen::ExternalAuth
                        RT::Extension::SLA
                  ) );

and it works!!!!!!!!!!!!!!!!!!!!!!!!!!
