[rt-users] Limit upload to compressed files

Hi,
Uploads processing is done in multiple places, so it's doable with
several callbacks and custom code.
It's possible to auto archive big files when ticket is created or
updated. I did it once many years ago, but code is not public and I
even don't have access to it.
