[rt-users] Prevent requestor from changing custom field values after ticket creation

Yes. Don't grant "ModifyTicket" at any of the "System" Group levels. Grant
"See" & "Modify" Custom Fields for the correct role or for a user-defined
Group while in Config->CustomFields->Group rights.
