[rt-users] spawn-fcgi and rt-server.fcgi fail

I lied! I misapplied that patch! I feel stupid and now it is recorded 
for all time in the archives.  In any case, the rt-server.fcgi works now 
by itself, but spawn-fcgi still fails to spawn a persistent process.
