[rt-users] When installing Request Tracker It says I'm missing dependencies such as DateTime that are actually installed

When I go to install Request Tracker and I do make testdeps I get the
following error, but these dependencies are actually installed. I'm at a
lost and any help would be much appreciated. I'm installing on centOS 6.3
and Request Tracker 4.0.17
SOME DEPENDENCIES WERE MISSING.
CORE missing dependencies:
DateTime ...MISSING
Can't locate Data/OptList.pm in @INC (@INC contains:
/usr/local/lib64/perl5 /usr/local/share/perl5 /usr/lib64/perl5/vendor_perl
/usr/share/perl5/vendor_perl /usr/lib64/perl5 /usr/share/perl5

Looking at cpan these are installed
[root at requesttracker rt-4.0.17]# cpan DateTime

CPAN: Module::CoreList loaded ok (v2.97)
DateTime is up to date (1.03).
