[rt-users] New Users and permissions

So that there is a record for those that may come after us, and with grateful thanks to Jaye Mathisen, the solution to this problem is to be found in better understanding of the somewhat unintuitive and confusing (to me - YMMMV) global user rights permissions page.
It turns out that the 'ADD USER' box is not there to add a user to the list displayed (as I had expected). It is more of a 'Set Rights for this manually chosen user' box. Typing the users name in this box gives a pop-up list of matching users. Select the user that you want and *this* is then the user that will have permissions set when you select things in the checkbox list in the main panel of the page. Once the user has permissions set, they will appear in the list in this dialog page.
Where do I submit suggestions for improvements to the interface?
