[rt-users] How do you grant individual User rights ?

Every time I (as Enoch Root) try to grant a right to a single [Staff] user (via Global -> User Rights -> Add A User) -- I get an error "Principal ## not found" (where ## == that users' id)

So how do you grant an individual User rights ?
