Upgrading to 4.2.7 or higher will resolve
https://issues.bestpractical.com/Ticket/Display.html?id=22991 and allow
you to see the actual error.  Alternately, you can apply
https://github.com/bestpractical/rt/commit/625e7b99.patch to your
bin/rt-crontool
