SMTP, by definition cannot do this. It cannot even guarantee delivery.
That said, there are specific implementations of email clients that can acknowledge delivery, and even being opened. However, that is very client dependent, and you cannot count on what client will be used to read the email.
Again, that said, if you can enforce the client chosen (like at work having a company mandate), then you might be able to include control tags in the email header produced that will cause that client to perform that feature.
