Mod_perl1 or mod_perl2 do not work very well if at all with Apache2.

RT takes no advantage of the mod_perl API so there is no advantage
using it over either fastcgi or speedycgi/persistentperl.  Personally,
I run RT3 under SpeedyCGI with good result so far.
