[Rtir] WhoIS Problem

Try checking the System Configuration under Configuration->Tools->System_Configuration. Do the variables RT::RTIR_CONFIG_FILE and RT::SITE_CONFIG_FILE point to the path where you altered them?

The webserver has indeed been restarted... it's just a development
server right now so I restart it after every change.
