[Rtir] RTIR 2.4.0rc2

Hello,

As we don't have devel list for rtir so we send RC announces to
rt-devel@ list. Here is announce for RTIR 2.4.0 RC1:

Not many changes since RC1, but if you like to translate interface
then this RC can help you much to start.

* fix issue with RT/IR/Config.pm couldn't be found
* added po dir with rtir.pot
* added po/README which should help you start translating interface
into your language
