 Hopefully fix interactive-commit/svn:keywords/eol-style data loss bug.

 Would appreciate folks to review to make sure that (a) it's sane to not be
 using layers on the read from copath (even if the props are changing during
 that commit), (b) that it's ok to read the entirety of the file into memory
 instead of using temp file, (c) that it works on windows (if trunk works on
 windows at all).
