[rt-users] emailing multiple users

We have a problem here where two users are set as a queue watcher..

This is there only relationship to any particular ticket.. That they are a
queue watcher and the ticket exists in the queue they are watching (as
AdminCC).

There are scrips to notify AdminCC of OnTransaction etc.

Whenever a ticket with the above conditions is met however.. the Queue
Watchers receive two identcal copies of the e-mail.

Is there a known bug in Rt for duplicate e-mails? If not could someone
suggest what may be wrong.
