Happily, I think you might be missing one small nuance of SVK that  
will make your life a bunch easier.

SVK supports the concept of 'local branches' which exist only on your  
local copy of the repository.  Because it's important that the  
mirrored path look the same for everyone, you can't commit there  
without first pushing upstream.

Have a read through "svk help intro" and see if it answers your  
questions.
