[rt-users] Queue owner vs. watcher

That sounds about right. though you probably want to make the user an 'AdminCc' of the queue
and notify AdminCcs on create with your template. otherwise the requestor will get mail too.

This is scary.  I'm imagining tracerouting you and seeing links like "Route
84" and "Route 9, Exit 14".  Obviously, this is illness induced.
