Unfortunately that doesn't work.

By default, everyone other than the IT Department is unprivileged, and the
bookmark doesn't work at all. If I create a privileged user (with no special
privileges granted), the bookmark still doesn't work, presumably because the
user has no right to see any tickets other than their own.

Also, the drawback to having granted them privileged status is that they are
now in normal RT mode, which means they can create their own searches, which
opens up the potential for them seeing any tickets they like - something I'd
like to avoid if possible.
