[rt-users] strange behavior with CC's

I'm running rt 2.0.15, and I'm having trouble with mail not getting 
sent for certain CC's.

The queue's group rights have "Everyone" set to CommentOnTicket, 
ReplyToTicket, and Watch.  The queue has 5 admincc's who receive all 
mail.

No matter how I change around rights, the *only* people who seem able 
to receive mail from tickets in this queue are 1. the requestor, and 2. 
the admincc's.  I'm trying to cc a user who's not on the admincc list, 
and it just goes into the aether.
