[rt-users] Help with RT 3.0.9 Configuration

Hi i have finally  installed RT 3.0.9 on linux 9.0 machine and everything is 
working properly  except for a few additional configurations that I want but 
i don't know how.

This are the configuration that i want :-
1). I want all the user to view only tickets that they own and tickets which 
are queue and there new that don't have owners yet.
2). I want the managers of each and every department to see all tickets 
include those are owned by other people.
 So how do i do that cause i have tried to google this two out but i can't 
find them and i have tried the list still i can't find it.
