Ok, have you checked that someone hasn't been fiddling with your apache
config (eg, check what user apache is running as)?

yes, i know, all the permissions are exactly the same as they were
before the reboot.

 

let me repeat the scenario.

 

RT is working

reboot server

RT gives error

	Further down, it even tells you what to do about it
