[rt-users] MY Requests vs search vs display number all incorrect

My requests on index shows 5 tickets   <-- it should show more

Clicking on "Newest unowned tickets" shows the proper tickets (I
believe) but the count show something like 4 times more than it should.
And its increasing when new tickets are made that the current user does
not have permissions to.
