[Kelly F. Hickel] Well, that seems fairly odd, I haven't seen that one 
before.  Can you verify that libgd and GD::graph and GD::text outside of
apache/RT?  Presumably the make test for the CPAN packages worked
(assuming that you didn't have to use "force").
I have to confess that I don't have any good idea of what the problem is
or how to track it down.
