[rt-users] Expected behavior of disabled queues while searching?

I'm executing a search in RT (3.4.x, 3.5.x) and am finding hits on tickets
that are in a disabled queue.  It would be sort-of OK if I could select the
queue to specifically DISinclude it but I can't.
Is this a bug (which I'll provide a patch for)?
