[rt-users] Can not change ticket owner

I'm having that same behavior in 3.4.4.  Changing the ticket owner in 
EditBasics gives a permission denied error.  I don't know if it is by 
design or not.  The way that works for me is to use the 'Steal' ticket 
link at the top of the ticket.
