[rt-users] Field validation ignored unless user is privileged?

I've continued to dig into this issue and have not been successful. I
did, however, find someone else asking the same question, and also
receiving zero response, from back in August.

I'm starting to think this is actually a bug in RT. Is this true?
Does anyone know *anything* about this issue?
