[rt-users] Strong Password Checking

Has anyone patched 3.6.3 to be more strict about what constitutes a  
strong password?

Currently it has to be at least 5 characters long but nothing else.  
My system will be accessed by users from many companies so want to  
make sure they are using strong passwords.
