[rt-users] Ticket Transactions get lost on the way to WebUI

OK, now it becomes very strange....!!!
I've upgraded to latest:

I removed the mason cache (to make sure everything is clean) restarted
apache and.....
the module is not even loaded:

So, remove and upgrade the Text::Quoted can't be the solution?!?
