[rt-users] Latin Characters

The issue only happens with content that its stored in the database

SQL> select * from nls_database_parameters where
parameter='NLS_CHARACTERSET';

PARAMETER                      VALUE
------------------------------ ----------------------------------------
NLS_CHARACTERSET               WE8ISO8859P1
